This report presents a baseline snapshot of Oregon’s early childhood home visiting system based on a 2024 survey of 36 members of three statewide advisory groups connected to the Center for Coordinating Oregon Home Visiting Systems (CCOHVS), examining collaborative functioning, system change indicators, and priorities for future work. The findings show early strengths in shared vision, partner engagement, and referral-partner awareness of home visiting services, while highlighting ongoing needs to strengthen family leadership; improve equitable access across geographic, language, and cultural differences; reduce competition for funding; and build clearer cross-system coordination strategies.
